Time Out New York's annual Food and Drink Awards were held in Hell's Kitchen last night and over 100,000 votes decided the winners. Reader's award Chef of the Year to Seamus Mullen over at Tertulia, Parm takes Best Spin-Off, and Andrew Carmellini's The Dutch wins Best New Restaurant.

The Time Out Awards coincided with the IACP Awards, check out all the winners here.
